What You'll Do

Provides support to Construction by performing Field Engineering responsibilities for nuclear facility construction or technical oversight for nuclear facility subcontracts.  Provides technical/programmatic guidance on multiple and complex construction management tasks.  Makes decisions regarding methods independently.  Completes assigned tasks under minimal supervision and technical direction.  Reviews and interprets drawings and specifications to determine if information is adequate for successful completion of construction, maintains dialogue with design engineering to assure designs are delivered effectively and constructible/maintainable. Develops Work Packages including design drawing direction, sketches, material requirements, inspection requirements, and all documents required to allow craft to perform work scope efficiently and in compliance with all contract requirements and regulations.  Oversees construction work for compliance with drawings, specifications and codes/standards including American Society of Mechanical Engineers Nuclear Quality Assurance (ASME NQA-1), including maintaining records of quantities for input into quantity tracking databases.  Performs constructability during design preparation and execution.  Maintains direct relationship with the Project Field Engineer (PFE), Construction Managers/Construction Superintendents and the responsible Project Managers to execute the scope of work.  Provides technical support in all phases of construction formation, execution, testing/inspection, and closeout. Participates in obtaining any required permits/clearances, lockouts, and work authorizations prior to commencing work on site.  Performs verification of work in progress to ensure requirements of safety, security, quality (technical drawings and specifications), environmental control, workmanship and schedule are met.  Establishes a document file and generates activity reports and periodic summary report.  Transmits completed files to Project Records or records management, as necessary, upon work completion.  Assists in the preparation of procedures, administrative, and technical documents.  Prepares field material requisitions or purchase requisitions for materials and services.

 

May also fulfill role of Subcontract Technical Representative (STR) responsible for assuring subcontractor performance and delivery in full compliance with the subcontract agreement and requirements. Interact with, and monitor, subcontractors to ensure compliance with project drawings and specifications, safety, security, quality (including ASME NQA-1) requirements, schedule and cost. Assure subcontractor activities are controlled within Plant operational requirements, coordinate and report interactions to maintain the integrity of the Plant Mission.  Review subcontractor submittals (drawings, data sheets, test plans, etc.). Verify, conduct and/or witness acceptance tests.  Provide constructability input to the design group.  Perform inspections and assist in the preparation of cost forecasts, construction schedules, specifications, and drawings. Responsible for Field Engineering, field problem documentation and resolution. Oversee and report activities and performance of subcontractor on daily basis.

Minimum Job Requirements

  • Bachelor’s Degree with: Minimum 2 years of relevant experience. (Typical experience ranging from 4 to 7 years.) 
  • Or Master’s Degree with: Minimum 1 years of relevant experience. (Typical experience ranging from 4 to 7 years.) 
  • Or PhD
  • NOTE: Applicants without a Bachelor's Degree may be considered based on a combination of 10 or more years of completed education and/or relevant experience.

  • Must have oral/written communication skills and be able to interact effectively with all levels of personnel and management
  • Knowledge of single or multi-discipline construction operations and processes is required. Working knowledge of construction and regulatory standards
  • Relevant experiences may include civil, electrical piping/mechanical, inc, and/or Construction Management
  • Must have organizational skills to manage all documentation and interfaces associated with effective construction management 
  • Ability to work in dynamic team environment at a high consequence facility under general supervision
  • Background in nuclear facility Field Engineering and Construction
  • Experience using Construction Management procedures, as well as relevant construction employment on Department of Energy (DOE)/ Department of Defense (DOD) nuclear facility projects, Field/Construction Engineer or Subcontract Technical Representative (STR)
  • Experience with environmental and safety oversight
  • Professional level nuclear facility construction knowledge and construction experience applying technical principles, theories, professional competencies, and application of techniques of job specialty
  • Working knowledge of construction engineering practices in multi-discipline nuclear facility construction operations
  • Knowledge of general contractor oversight technique and processes for nuclear facility construction
  • Knowledge of industry and regulatory standards and design process for Engineering/Construction Projects
  • Working knowledge of Quality Assurance/Quality Control principles and ASME NQA-1
  • Have the ability to understand contract requirements and effectively assure the requirements are fully met
  • Familiarity with Project Controls processes
  • Ability to write Technical Evaluations and experience in writing Statements of Work documents for subcontract packages
  • Demonstrated ability to collaborate effectively with in a team environment to meet project objectives
  • Knowledge of organized Construction Labor and Building Trades relationships

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.
 
Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10 CFR 709. Medical requirements may apply.
